fungal problem with siamese fighter fish?

i have 2 betta’s with fungal problem, i changed the water and treated them with bettafix antibacterial remedy, 12 drops in a 1.25 L tank. 1 fish is its usual happy self while the other is swimming on the top and gasping for air… why is this happening? what should i do? ive had this fish for a year and it has never acted like this before, your advice would be very much appreciated thankyou…
bettafix was recomended to me by the pet shop as i explained the fishes symptoms, i have kept my fish in the tank/bowl that i got from the petshop & they have been happy, in fact the lady at the pet shop told me that betta’s prefer to live in a small area, all things aside my fish was fine, apart from the fungus, until yesterday when i used the bettafix at the recommened dose, am wondering if it will die, the other fish is fine so am a little confused as to why this happened
its not columnaris, one fishes eyes turned white and the other has this greyish patch appear under its mouth
